For my daughter Ada's class, I need to make a small float. She's 4 yo. I'm trying to think of some inexpensive base items that would be easy for her to pull...

Small float? Like something built around a wagon? Is there a theme? I built my mailbox from a combination of cardboard and foam core board (love that stuff).

Hmmmm... could you create it out of a plastic laundry basket? Light, cheap, and could be easily pulled.
